Procedures
A Brief Overview of the Process:
West Virginia Code §18B.1.8 requires that at least every five years all academic programs at the institutions of higher learning undergo a review process. The West Virginia Higher Education Policy Commission (HEPC) establishes the authority of the Institutional Governing Boards in conducting the five-year program reviews.

Program Review
The ritual associated with program review is overcome when the department asks fundamental questions about itself, such as, “What are we trying to do? Why are we trying to do it? Why are we doing it that way? How do we know it works?” The review then takes on a purpose: It creates a link to the academic work of the department. The exercise thus moves beyond the belief that program review is mandated by "them" and is for "them."
General Education Assessment
General Education Assessment at West Virginia State University is accomplished using both methods of direct and indirect measures of student learning. The following summarizes measures and instruments used in the process.

GE Testing Schedule
In the Spring of 2003, the General Education Committee of the Faculty Senate proposed that the standardized exam to gauge student attainment of the Eight Common Learning Experiences be changed from the ACT-CAAP exam to the College BASE exam.
The College BASE exam will provide more detailed information on attainment of competencies such as writing, mathematics, and critical thinking (the three GE areas that are required to be tested by state mandate). However, the BASE exam will also provide faculty and students with information in two new areas: science and social science.

1. identify and describe fundamental American institutions, e.g., legislatures, courts, corporations, and religious institutions;
2. analyze and evaluate basic American values, beliefs, and attitudes;
3. demonstrate an understanding of the concepts, institutions, and attitudes appropriate to full citizenship in the United States;
4. identify and describe the historical processes which undergird American institutions and values;
